
Keith Weaver is well-versed in long-range financial planning and has completed more than $5 billion of financings for dozens of local government agencies in his 20+ year public finance career. Keith has a wide array of experience in the methods to fund facilities projects, including general obligation bond measures, community facilities districts, and school facilities improvement districts. Keith also has expertise in areas such as energy project financings and redevelopment revenue-based financings. Keith has structured dozens of general fund debt obligations such as certificates of participation and lease-purchases to help advance projects while maintaining affordability. In addition, Keith is a go-to analyst with respect to unique and particularly complex mathematical challenges.
In addition to financing facilities, Keith has also provided extensive support in the area of ongoing financial oversight operations including bond oversight, fiscal oversight, and charter school oversight.
As a Certified Fraud Examiner, Keith has assisted with fraud audits in local government finance in California as well as expert witness/litigation consultant reports in the areas of municipal bonds and finance across the United States.
Prior to GFSJPA, Keith was a municipal advisor registered with the Securities and Exchange Commission. Keith received his B.A. in Economics (High Honors) from the University of California, Berkeley and his M.S. in Accountancy from California State University, Sacramento. Keith demonstrated his high character when he was still in high school when he achieved the rank of Eagle Scout.
